The Cougars placed third in their inaugural season in the WCC with a 12-4 league record, going 6-2 at home and on the road. They are 24-7 overall, with six wins against teams with top-100 RPIs. Their own RPI is in the 40s.

?I don?t think we necessarily have to win [the conference tournament],? said Noah Hartsock, who did not play Saturday due to soreness in his left knee. ?I think we have had a good, solid year, really strong, and we are playing well right now. ... I think we are going to have a good run in the conference tournament.?

With Hartsock not playing, Charles Abouo was BYU?s only senior on the floor, and he responded with 16 points, eight rebounds and two steals.

?If I was the [NCAA Selection] Committee, I wouldn?t think we actually have to win that [conference tournament] to get us in there,? Abouo said. ?I think we are good enough to get in there, regardless, but I think when you win your conference tournament, you can control your own destiny.?

The Cougars begin the tournament at Orleans Arena in a quarterfinal game Friday night at 9 p.m. MST against the winner of the Pepperdine-San Diego game, which will be played Thursday night.

If almost real is good enough, a trip to Washington D.C. to visit the world's largest museum may no longer be necessary. The Smithsonian is set to launch a program that will harness 3-D technology to make replicas of artifacts in its collection available to museums around the world, according to a report.

The initiative, which will be promoted starting next week, aims "to create a series of 3-D printed models, exhibits, and scientific replicas ? as well as to generate a new digital archive of 3-D models of many of the physical objects in its collection," Daniel Terdiman reported Friday on CNET.

A call and email to the Smithsonian to confirm the report are, at this time, unanswered, but the effort has been hinted at for several years. A behind-the-scenes blog post from the museum in September 2010, for example, details a digitization fair where tools to create 3-D replicas generated a lot of buzz.

A November 2011 blog post on the Smithsonian Magazine website explains how the Office of Exhibits Central, which produces exhibits for the museum, is putting its 3-D printer to work. ?One upcoming project mentioned then was the creation of full-size 3-D model of a Thomas Jefferson statue.

The completed replica statue now installed at the "Slavery at Jefferson's Monticello: Paradox of Liberty" exhibit at the National Museum of African American History is what the Smithsonian plans to tout as it kicks off the effort its new initiative, according to CNET.

The initiative centers on an effort to create a digital archive of the museum's collection made with a high-end laser scanner that can capture the geometry of objects down the micron level and other tools. The data can then be fed into a 3-D printer to create life-like replicas of artifacts.

Hurdles, CNET notes, include financial and personnel resources to scale up the effort. Currently, just two digitization coordinators are behind the initiative. That's not much considering the museum has 137 million objects in its various collections, only 2 percent of which are on display at any given time.

"If we could leverage the power of 3-D to bring a portion of that collection to the world," Metallo told CNET, "that would be incredibly powerful, and definitely worth the expense."

Why Your State Thinks You're a Tax Cheater | G7Finance.com ...

TaxesMost people pay their taxes voluntarily. With at least one type of tax, though, millions of Americans break the law every year ? and many of them probably never realize it. And now, states in desperate need of more tax revenue are trying to do something about that.

Online shopping has become one of the fastest-growing parts of the retail industry. Over the past holiday season, online sales rose 15% to a whopping $37.2 billion, according to comScore, setting an all-time record. On 10 separate days, sales online hit or exceeded $1 billion.

Savings and convenience were definitely two of the biggest reasons why shoppers stayed in front of their computers instead of taking to the malls during November and December. However, a big part of the price advantage that drives customers to Amazon.com (AMZN) and other online retailers comes from the fact that in many states, online retailers don?t collect sales tax. That gives them an advantage over brick-and-mortar retailers in the state, an advantage that many increasingly see as unfair. That?s what?s behind the drive to force Amazon and others to start collecting sales taxes from customers no matter where those customers live.

States are focusing their attention on online retailers because it?s easier to go after the big fish. But in reality, when you make an online purchase, you?re typically breaking the law of your state if you don?t report it and pay whatever use tax may apply.

Getting More Use

The 45 states that impose sales taxes all also have what?s known as use tax provisions. Basically, the use tax is meant to cover for cases where the state didn?t get to collect the appropriate sales tax. So if you go out-of-state to buy something ? perhaps to one of the five sales-tax-free states ? you technically owe use tax on your purchases.

As a practical matter, it?s always been hard to enforce use taxes. One report from Orange County, Calif., revealed that 99.7% of residents failed to pay use tax on products that they bought out of state.

But in recent years, many states have added lines on their income tax returns covering uncollected sales and use taxes. In total, 26 states include a declaration of use-tax liability on their returns ? meaning that if you fail to mention such a liability, your signed return can be used against you on an audit.

More interesting, however, are some creative provisions that a few states are using to boost revenues. Rather than expecting you to keep track of all your online purchases over the course of the year, some states offer taxpayers so-called ?safe harbor? provisions for meeting their use tax obligations.

California, for instance, lets taxpayers pay 0.07% of their adjusted gross income ? amounting to $70 for someone earning $100,000 in a given year. Michigan uses a similar approach based on 0.08% of income, but it expressly doesn?t apply for purchases of more than $1,000, for which taxpayers have to pay additional tax on top of the calculated amount.

Will You Volunteer to Pay?

Given the difficulty that state tax agencies would have in enforcing even these beefed-up use tax provisions, you can expect most of the focus to remain on finding ways to force businesses to collect sales tax on the states? behalf. The big question then will be whether losing what often amounts to a 5% to 10% ?discount? on online purchases pushes shoppers back toward traditional retail stores.

Nevertheless, if states do decide to make examples of individual taxpayers, not knowing about the use tax laws won?t be any defense. Money pouring into the presidential election from super political action committees and nonprofit campaign groups appears so far to be strictly American in origin, donated by U.S. companies, unions and millionaires. But it's easier than ever to conceal the source of money and the identities of contributors, making conditions ripe for illegal donations from foreigners, overseas companies or governments attempting to help a favored candidate for the White House.

"Clearly it is more difficult to enforce the ban on foreign spending when the source of the money is not publicly disclosed," said Trevor Potter, head of the Campaign Legal Center and former chairman of the Federal Elections Commission. Potter is the attorney advising television comedian Stephen Colbert, who set up his own super PAC to illustrate absurdities of how money affects U.S. elections.

Foreign political donations have been outlawed since 1966, and a brief U.S. Supreme Court order last month upheld the ban for foreigners living in the U.S. as well as corporations and individuals abroad.

At the same time, a landmark Supreme Court ruling in 2010 ? known as the Citizens United case ? enabled corporations and other well-financed donors to give money to political committees that avoid direct coordination with campaigns. The decision led to super PACs, and later court and government rulings gave the groups more latitude by allowing donors to make unlimited donations with minimal disclosure requirements.

Election law experts said the result is an environment that could breed foreign money abuses by political committees willing to knowingly violate the law or by foreign donors who covertly funnel money to favored U.S. candidates and causes.

"The new reality presented by the decision in Citizens United and the rise of super PACs raises concerns about the challenge of discovering such illegal activity," said Cynthia L. Bauerly, an FEC commissioner who ran the agency last year.

FEC guidelines warn that groups failing to use reasonable methods to identify foreign donations can be liable for prosecution. The guidelines suggest scrutinizing passports and addresses as well as check and credit card donations for any evidence of foreign origins.

Bauerly said the FEC is alert for any signs of foreign donations. But she acknowledged "the potential for circumventing the existing rules."

President Barack Obama raised the issue during his 2010 State of the Union speech, warning about the Citizens United ruling: "I don't think American elections should be bankrolled by America's most powerful interests, and worse, by foreign entities."

An Associated Press review of donations made to major super PACs last year found no evidence so far of foreign donations. But there were repeated instances in which contributions could not be clearly traced because donors masked themselves behind vague corporate entities or because the super PACs failed to provide clear information.

A new study by U.S. PIRG and another research organization, Demos, found that 6.4 percent of super PAC donations since 2010 were "untraceable" because of vague or masked information about the sources of the money. It also found that six of the 10 largest super PACs accepted such untraceable donations ? including the pro-Romney group Restore Our Future; Priorities USA Action, a committee backing Obama; American Crossroads, a major Republican super PAC; and its Democratic party rival, American Bridge 21st Century.

Just this week, Restore Our Future said it would amend its latest financial report to clarify the source of a $250,000 donation from Glenbrook LLC of Redwood City, Calif. The campaign said it would attribute the money instead as separate, $125,000 gifts from a couple with ties to Altamont Capital Management LLC, a northern California private equity firm.

Bill Burton, a former Obama administration official who co-founded Priorities USA Action, dismissed concerns about foreign donations to his super PAC. "We vet all our donors and make sure we comply with all the appropriate laws," Burton said.

The other major political groups declined to publicly explain their procedures, but super PACs typically ask donors to sign disclaimers and provide documents attesting that their money doesn't come from foreign sources. Credit billing services can automatically flag foreign credit cards and addresses. Political groups also employ lawyers and researchers who scrutinize unknown or suspicious donors.

Obama's own re-election effort was embarrassed this week by a New York Times report that $200,000 in bundled donations to his campaign was linked to Chicago relatives of a criminal fugitive with business operations in Mexico. The Obama campaign quickly returned the money.

The case was different in that the suspicious Obama donations went to the president's re-election campaign, not to an affiliated super PAC. And there was no clear evidence that the donations were illegal or that any of the $200,000 had been directly funneled from the fugitive's Mexican business interests.

But the case shows the difficulties facing any political organization or oversight agency in scrutinizing donors tied to hidden foreign interests.

"It's a legitimate concern and there's no foolproof way to guard against it," said Lawrence M. Noble, a former FEC general counsel during the Clinton administration.

Many of the largest super PACs also operate nonprofit groups, which do not have to publicly disclose the identities of their own donors. Under tax rules governing charities, the nonprofits are regulated by the Internal Revenue Service, not the FEC. As long as they carefully limit their political activities, they have to disclose donors' identities only to the IRS, not the FEC or the public.

American Crossroads, Priorities USA Action and American Bridge 21st Century all have hybrid super PAC and nonprofit operations; Restore Our Future is a super PAC only. The two GOP-leaning super PACs amassed a total of nearly $80 million in 2011, including $31 million in donations to Crossroads' nonprofit, Crossroads GPS. The hybrid super PACs supporting Obama totaled $13 million, but Obama signaled this week he wants them to bolster fundraising to compete with the Republicans.

Election law experts who grappled with the last major foreign donation scandal in the 1990s said there are too many similarities between that era and the current rise of the super PACs. Joseph Sandler, a longtime Democratic Party election lawyer, said both periods have featured massive amounts of available campaign money, political organizations eager to stock their war chests and lax regulations unable to curb abuses.

In the years leading up to the 1996 presidential campaign, fundraisers working for Chinese government interests took advantage of those weaknesses to funnel hundreds of thousands of dollars in illegal donations to the Democratic National Committee and the Clinton-Gore re-election campaign. The scandal spawned Senate and House investigations and led to criminal prosecutions that convicted 22 defendants.

Sandler, who worked on internal DNC reforms afterwards, said super PACs appear ripe for similar abuses.

"I think there's a consensus that we don't want foreign nationals influencing our elections," he said. "What I'd be worried about now is the same big money and failed vetting that we saw in the late `90s. All the warning signs are there."

Romney's Tuesday losses show conservative doubts

(AP) ? Mitt Romney still can't seem to win over the bulk of the conservatives who make up the bedrock of the Republican Party.

Despite primary victories that have established him as the GOP presidential front-runner, his stunning trio of defeats this week laid bare the difficulties that still could undercut his path to the party's nomination ? and hamper him in the general election to follow.

Not that he would acknowledge as much Wednesday.

"I don't think the conservative base changes its mind day to day," Romney told reporters, dismissing the notion that he's got a problem with the party's core supporters. "The places where I campaigned actively, we got actually in some respects record support from the conservative base."

Such denials aside, Tuesday's three-state caucus sweep by Rick Santorum illustrated the degree to which many conservative voters remain skeptical of Romney's commitment to the GOP base's principles, especially given what some of them see as his history of shifting priorities. And he hasn't been able to sell them on his main argument ? that he's the most likely in the primary field to beat Democratic President Barack Obama.

"The more confidence the strong conservatives have in the alternative candidates, the more Romney's lack of strength in those categories starts to show itself," said Iowa Rep. Steve King, a conservative who has been publically neutral in the nomination race.

To rebound, Romney is working to make his chief rivals ? all of them running to the right of him ? unacceptable in the eyes of conservatives by casting them as big-spending Washington insiders.

"A lot of us feel that the Republican Party lost its way in the past," Romney said Wednesday. "Republicans spent too much money, borrowed too much money, earmarked too much, and Rick Santorum and Newt Gingrich have to be held accountable."

Romney, who has struggled to win tea party support, also is appealing directly to the movement saying that it formed because Americans were unhappy with incumbents.

"In this race, I'm the only guy that hasn't spent time in Washington," Romney said. "And Senator Santorum and Speaker Gingrich, they are the very Republicans who acted like Democrats. And when Republicans act like Democrats, they lose. And in Newt Gingrich's case he had to resign. In Rick Santorum's case, he lost by the largest margin of any Senate incumbent since 1980."

The former Massachusetts governor who governed as a moderate chalks up his weak showing Tuesday among the GOP's most devout activists in Colorado, Minnesota and Missouri to his campaign's focus on running a national campaign. He's pointing instead to his huge comeback win in the Florida primary last month and follow-up in the Nevada caucuses last weekend.

"We didn't devote a lot of money and time to the states yesterday. We were spending our time and money in Florida and Nevada," Romney said. "And Senator Santorum took a different course, left Florida, left Nevada, went to the other states and he was able to reap the rewards of that approach."

Romney's strongest performances have been in states where he has spent heavily on advertising and has benefited from attacks on his rivals by a political action committee run by his allies. Those victories ? coupled with a New Hampshire win ?have given him the lead in the race to amass the most delegates to the party's nominating convention, and he also leads his rivals in the money chase.

The front-runner has two weeks to address the conservative angst surrounding his candidacy before facing the next critical test of his standing among conservatives. It comes on Feb. 28 in the Arizona primary, where tea party and conservative activists have shown strength in recent elections, and the Michigan primary, a must-win for Romney where Santorum has pledged to compete aggressively.

Santorum's wins in Colorado and Minnesota ? where Romney won during his 2008 campaign for the nomination ? and Missouri were a testament of sorts to the power of low-dollar, personal campaigning. The former Pennsylvania senator bypassed Florida to visit the trio of states repeatedly. The contests were low-turnout affairs with electorates that were close matches with his deep social conservative profile.

With that in mind, Santorum emphasized his conservative credentials, contrasting them with Romney's changed positions on some social issues.

Romney sensed a challenge and pivoted somewhat from his predominantly economic message to focus on high-profile cultural issues this week as he worked to reassure voters that he stood with them.

He stood by the decision ?later reversed ? by the Susan G. Komen for the Cure breast-cancer charity to stop contributing to Planned Parenthood. He also criticized the Obama administration for its decision to require church-affiliated employers to cover birth control, calling that an "assault on religion" and "a real blow ... to our friends in the Catholic faith."

His assurances didn't work.

The new furor over abortion rights reminded some voters of Romney's shaky past on the issues.

"Governor Romney has been very good about saying he's the most electable. But he just hasn't been able to resonate with caucusgoers, who are the more conservative part of the party. How do we know he's really a conservative because he hasn't governed as a conservative?" said Gary Borgendale, a Santorum supporter and Christian radio director from Minneapolis. "Some of the issues that have come out in the last two weeks are waking people up. There is a choice."

Exit and entrance polls conducted for The Associated Press in the first five GOP contests showed that voters who are looking for a "true conservative" have not been backing Romney. In Florida and New Hampshire, where he won by large margins, he earned support from just over 10 percent of these voters.

Romney's performed more strongly among moderate and liberal voters in Iowa, New Hampshire, South Carolina, Florida and Nevada. He has won over voters who describe themselves as conservative a few times, but not by dominating margins outside of New Hampshire, where he was expected to win, and Nevada, where about a quarter of voters share his Mormon faith. He was the preferred candidate by very conservative voters only in those two states.

This year, Romney has strategically avoided putting himself at the mercy of more conservative voters who dominate caucuses. The approach was born after he was stung after waging a $10-million campaign for Iowa's 2008 caucuses, only to lose to underdog Mike Huckabee.

Romney's calculation this time cost him votes in GOP strongholds such as Colorado's El Paso County, which he dominated four years ago.

Some activists who attended the county caucus in Colorado Springs voiced strong objections to Romney, although more noted Santorum's aggressive campaign while the 2008 winner was largely absent. Romney won the county with nearly 60 percent of the vote in 2008, but managed only 30 percent Tuesday night. Santorum won the county with 47 percent of the vote, having visited four times in the final week of the campaign.

"It was about grass-roots campaigning," El Paso County GOP Chairman Eli Bremer said. "Many, many more people had met Rick Santorum than had met Mitt Romney. Some conservatives at the caucus voiced concern about Romney. But more people were voting for Santorum rather than against Romney."
